Peer-Review
All manuscripts submitted to the editorial board of the journal undergo a mandatory bilateral anonymous ("double-blind") review (the reviewers do not know the authors of the manuscript, the authors of the manuscript do not know the reviewers).
- Reviewing of articles is carried out by members of the editorial board as well as by independent reviewers - leading experts on the topic presented in the article.
- The decision to select a reviewer is made by the editor-in-chief and executive secretary of the editorial board.
- The period of reviewing is on average 2-3 weeks, the period can be extended at the request of the reviewer.
- Each original article undergoes scientific and statistical review.
- Each reviewer has the right to refuse a review if there is an obvious conflict of interest.
- Upon review of the manuscript, the reviewer completes a formalized review form, provides comments and recommendations for improvement of the manuscript, if necessary, and gives recommendations.
- If the review contains recommendations on corrections and revision, the executive secretary of the journal sends the review to the author with a proposal to take them into account when preparing a new version of the article or to refute them (partially or completely) with arguments. Revision of the article should not take more than two months.
- If the authors refuse to revise the materials, they must notify the editorial board about their refusal to publish the article. If the authors do not return the revised version after two months from the date of sending the review, the editorial board withdraws it from consideration.
- If the authors and reviewers have unresolvable contradictions concerning the manuscript, the Editorial Board sends the manuscript for additional reviewing. An additional reviewer is also assigned in case of contradictory recommendations about publication of the article from the originally assigned reviewers. In conflicting situations, the decision is made by the chief editor or collegially on the editorial board meeting.
- The decision to refuse to publish a manuscript is made at the editorial board meeting in accordance with the recommendations of the reviewers. An article that is not recommended for publication by the decision of the editorial board will not be reconsidered. A notification about the refusal to publish is sent to the author by e-mail.
- The original reviews are stored in the editorial office for 5 years.

Policy on Generative Artificial Intelligence Usage
Due to the development of generative artificial intelligence (AI) and AI tools, which are increasingly being used by authors in writing scientific manuscripts, the Editorial Board of the journal has developed a policy aimed at regulating their use. The Editorial Board will closely monitor developments in this area and adjust and refine the journal's policy as necessary.
For Authors
Generative AI and AI tools in scientific writing
The policy applies solely to the writing process and does not cover the use of AI to analyze data or draw scientific conclusions as part of the research process.
Purpose of AI usage
Authors may use generative AI and AI tools only to improve the readability and language of their manuscripts. The use of these technologies must be under human supervision, and authors must carefully check and edit texts.
It is important to consider that AI may generate the text that appears authoritative but contains incorrect, incomplete, or biased statements.
Responsibility and Disclosure of Information
Authors are solely responsible for the content of their manuscript. The use of AI tools must be disclosed, and this disclosure should be stated to ensure transparency and build trust among all participants in the publication process.
Exclusion of AI from co-authors
AI tools cannot be listed as authors or co-authors. Authorship implies responsibility and performance of tasks that can only be assigned to a human. Authors are required to ensure that the work is original and meets ethical standards.
AI usage in Illustrations and Graphic Design
Creation or changes in images with usage of AI is prohibited.
The use of generative AI or AI tools to create, modify, or manipulate images in manuscripts is prohibited. Adjustments to brightness, contrast, and color balance are permitted as long as they do not distort the data presented.
Exclusion
If the use of AI is part of the research methodology (e.g. in biomedical imaging), it should be described in detail in the Materials and Methods section, including the name and characteristics of the AI tool used.
For Reviewers
Manuscripts submitted for review are confidential documents, and uploading them or parts of them to AI tools is unacceptable, as this may violate the authors' confidentiality and intellectual property rights.
The use of generative AI in scientific peer review is unacceptable, since the peer review process requires critical thinking and independent assessment, which is beyond the capabilities of AI. The responsibility for the content of the review lies entirely with the reviewer.
For Editors
The journal accepts the use of licensed AI technologies to check manuscripts for completeness, plagiarism, and to find appropriate reviewers, while maintaining confidentiality standards.
All manuscripts submitted for review must remain closed documents. Uploading them or any parts of them to AI tools is not allowed, as this may violate the authors' rights and their privacy.
The use of generative AI for editorial decision-making is prohibited. Evaluation of manuscripts requires critical thinking and an objective approach that can only be provided by editors who are ultimately responsible for the editorial process and the final decision to publish the manuscript.
Revenue Sources
The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
